Spain's packaging producer register is the Registro de Productores de Producto (RPP), sección envases, managed by MITECO. Registering is how a packaging producer becomes identifiable to the authority, marketplaces and commercial partners.

In 2026, the process leads to an official number in the format ENV/YEAR/XXXXXXXXX. Here is what happens before and after that number appears.

Step 1: confirm who must register

Spain's producer definition can cover packers, importers, intra-EU acquirers and distance sellers that first place packaged products on the Spanish market. For e-commerce, focus on the legal entity selling to the Spanish customer and whether another Spain-established business genuinely imports and resells the goods.

A warehouse or marketplace does not automatically become the producer just because it handles the parcel.

Step 2: determine representation

A producer established outside Spain appoints an authorised representative established in Spain for the packaging obligations. The representative completes the procedure under the mandate and becomes part of the compliance record.

For non-EU sellers, this is the safest point to begin. PPWR applies from 12 August 2026, while Spanish national representation and registration duties already exist.

Step 3: assemble the filing pack

The exact request depends on the entity and route, but a typical foreign-company file includes:

  • company name, legal form, registration number and registered address;
  • current company-register evidence;
  • director or authorised signatory details;
  • Spanish NIF;
  • authorised-representative mandate and electronic authority;
  • packaging categories and whether packaging is single-use or reusable;
  • certificate of participation in the declared responsibility scheme.

Step 4: join the appropriate scheme

The RPP application asks how the producer fulfils extended producer responsibility. Most sellers use a collective system, or SCRAP. The chosen scheme must cover the relevant household, commercial or industrial packaging categories.

Do not confuse scheme onboarding with state registration. Both are needed, and they produce different references.

Step 5: complete and sign the MITECO procedure

The representative submits the data through MITECO's electronic office. During the workflow, a number may appear before the final signature. MITECO's own guidance warns that this is not definitive unless the applicant completes all steps, signs and receives the registration evidence.

The filing receipt can also show a REGAGE code. That is not the producer number. The final packaging number begins with ENV.

Step 6: use the number correctly

Under Spanish rules, the registration number must appear on invoices and other commercial documentation accompanying transactions for covered packaged products. It is also the number marketplaces such as Amazon request in their EPR compliance portals.

Store the final certificate or receipt alongside the number. A platform may ask for both.

Step 7: report packaging annually

Registered producers maintain data on the packaging placed on the Spanish market and submit it through the national annual procedure. Spain's current reporting framework separates materials and packaging categories, with a simplified procedure for defined low-volume situations.

PPWR will also require annual information through national registers and provides a simplified dataset below 10 tonnes. That threshold simplifies reporting; it does not erase the registration duty.

Common reasons files stall

  • The foreign company does not yet have a Spanish NIF.
  • The signatory authority is unclear or the company extract is stale.
  • The scheme category does not match the packaging declared in the register.
  • An application receipt is mistaken for the final ENV number.
  • Only Amazon sales are measured while the producer also sells through other channels.

Final thoughts

A started filing is not a completed registration. The procedure must be complete, signed and supported by the correct responsibility scheme before the ENV evidence is final.

Most delays are preventable. A current company extract, clear signing authority and matching packaging categories remove the common filing bottlenecks.

File for the operating reality of the business. The registered scope and annual data should cover every packaging type and sales channel for which the entity is the producer.
