EPR Spain for Amazon sellers in 2026: registration, costs and deadlines

If you sell physical products on Amazon.es in 2026, Spanish packaging EPR is no longer a back-office detail. Amazon already checks seller compliance, and from 12 August 2026 the EU Packaging and Packaging Waste Regulation (PPWR) makes national registration information an explicit marketplace gate.

This guide explains the full file: who counts as the producer, which number Amazon needs, what the costs look like, and why Pay on Behalf is not the same as owning a registration.

Who is the producer for Amazon sales into Spain?

For most direct cross-border sales, the key question is who first makes the packaged product available to the Spanish end user. A brand or seller shipping from outside Spain directly to the customer can be the producer even if it has no warehouse, employee or subsidiary in Spain.

That means the rules commonly capture:

  • UK, US, Swiss or Chinese sellers shipping orders to Spain;
  • EU businesses established outside Spain selling directly to Spanish customers;
  • private-label brands whose name or trademark appears on packaged products;
  • sellers using FBA or another fulfilment provider where the seller remains the producer.

There is no general exemption simply because sales are small. PPWR offers simplified reporting below 10 tonnes, but registration still comes first.

The four parts of a complete Spain file

  1. Spanish identification. A foreign company generally needs a Spanish NIF for the filing trail.
  2. Authorised representation. A non-resident producer appoints a representative established in Spain under a written mandate.
  3. Producer registration. The company is entered in the packaging section of the Registro de Productores de Producto and receives an ENV registration number.
  4. Scheme membership and reporting. The producer joins an approved responsibility scheme and reports the packaging it placed on the Spanish market.

The registration number is important, but it is not the whole obligation. A number without an active scheme and annual material declarations is an incomplete compliance file.

Which number does Seller Central want?

For packaging, Amazon is looking for the number issued by Spain's producer register. Its official format is ENV/YEAR/9 DIGITS, for example ENV/2026/123456789.

Do not upload a VAT number, EORI number, application receipt or Ecoembes membership reference in its place. Those identifiers serve different purposes. Keep the final MITECO registration evidence because the marketplace may ask for the supporting document as well as the number.

What changes on 12 August 2026?

PPWR Article 44 requires producers to register in every Member State where they first make packaging or packaged products available. It also says an unregistered producer must not make those goods available there. Article 45 then tells covered online platforms to obtain the national registration information and a producer self-certification before allowing the producer to use the service.

Spain's own packaging rules have applied since 2023, so August is not a grace period. It is the date the EU-wide marketplace-verification framework becomes applicable. See the live PPWR deadline page for the action plan.

Where Pay on Behalf fits—and where it stops

Amazon Pay on Behalf can calculate and pay eco-contributions for covered sales on Amazon.es, submit reports to a selected producer responsibility organisation and recover the amount from the seller account. That is useful operational work.

But Amazon describes automatic enrolment as applying when a seller has not submitted a valid EPR Registration Number. The service does not, by itself, issue your company an ENV number or appoint your Spanish representative. PPWR's separate registration requirement therefore remains.

Expected costs in 2026

Packaging compliance has two different cost layers:

  • service and administration: our packaging bundle is €474/year, plus €150 one-time setup;
  • eco-contributions: the scheme charges by packaging material and weight, with minimum charges for low-volume accounts.

If a Spanish NIF is needed first, that is a separate one-time service. Eco-contributions are not our revenue: they are itemised and passed through at actual cost.

Your Amazon seller checklist

  • Confirm which legal entity is the producer for Spain.
  • Map all packaging: product, grouped, shipping and service packaging.
  • Appoint an authorised representative and obtain a NIF where needed.
  • Join an approved scheme and complete the MITECO registration.
  • Upload the final ENV number and evidence in Seller Central.
  • Keep sales and packaging weights across every channel—not only Amazon.
  • File the Spanish annual declaration by the applicable national deadline.

Starting before a marketplace warning arrives is the safer route. Registration involves several linked steps, and a payment receipt is not a substitute for the final number Amazon can validate.

Final thoughts

Seller Central is the last checkpoint, not the compliance system. The underlying producer, representative, ENV number and packaging data must exist before the platform can verify them.

12 August 2026 raises the commercial visibility of national registration. It does not postpone the Spanish duties that already apply.

Own the evidence behind the number. That keeps the file usable across Amazon, other marketplaces, wholesale and the brand’s own store.
