Ley 7/2022 & RD 1055/2022 — non-residents cannot register alone
Spanish EPR law requires producers without a legal establishment in Spain to appoint an authorized representative (representante autorizado) established in the country. Without one, the producer registry will not accept your registration — this is the wall most non-resident sellers hit first.
Why this is the blocking step
The registry rejects foreign files
The Registro de Productores expects a representative established in Spain. A foreign company simply cannot complete a non-resident registration alone.
Someone must answer for your file
Authorities send notifications and requests in Spanish, to a Spanish address, with legal deadlines. A missed letter is non-compliance — whether you saw it or not.
Many providers hide this line
Some services quote "registration" and bill representation separately later. Ours is included in the flat fee — it is the core of the job, not an add-on.
Alles, geregeld.

Veelgestelde vragen
Is an authorized representative legally required?
Yes — for producers without a legal establishment in Spain. Ley 7/2022 and RD 1055/2022 require non-resident producers to appoint a representative established in Spain for their UPV obligations, and the registry will not complete a non-resident registration without one.
What liability does the representative take on?
The representative is the authorities' point of accountability for your UPV file in Spain — which is exactly why we are precise about declarations and deadlines. The accuracy of the data you give us remains your responsibility; keeping your file compliant, answered and on time is ours.
Can my Spanish accountant or a friend act as my representative?
Legally, any party established in Spain can be appointed. In practice they must know the registries, the SCRAPs and the declaration calendar — and accept being named on your file before the authorities. Most decline once they see what it involves; it is a specialist's job.
Is representation included in the price?
Yes. Every plan includes authorized representation — from €474/yr for packaging. Without it, nothing else can be filed, so we never sell it separately.
