The legal basis

Article 16 and Annex IV — annual RPP information is distinct from scheme reporting

The RPP annual information covers the prior calendar year and includes packaging weight by material and units, allocated by responsibility system, household, commercial or industrial category, and single-use or reusable status. The statutory deadline is before 31 March, while MITECO publishes the operative electronic window. Each SCRAP has its own reporting rules and calendar. Simplified RPP reporting below 15 tonnes in defined cases is not a registration exemption.

What makes an annual filing defensible

MITECO and the SCRAP are treated as one filing

The same source records may feed both routes, but the legal purpose, portal, data structure and active deadline can differ. One submission does not automatically complete the other.

Channel totals overlap

Amazon, Shopify, wholesale, distributors, returns and exports need one Spain-only reconciliation by legal entity so the same unit is not counted twice or omitted.

Weights and corrections lack an audit trail

Every component, supplier figure, controlled measurement, estimate and adjustment needs a source. A clean total without its working papers is not a controlled dataset.

We confirm the reporting legal entity, ENV record, representative, packaging categories, active systems and each required authority or scheme submission.

Build and reconcile the source dataset

You provide channel records and packaging evidence. We map components and weights, isolate Spanish activity and surface missing or conflicting inputs.

Review assumptions and outputs

The authorised client contact receives a readable summary of totals, sources, assumptions, variances and unresolved exceptions before approving each output.

Coordinate submissions and retain evidence

Subject to complete data, valid access and an open filing route, we coordinate authorised submissions and retain receipts, versions and next-cycle actions.

Frequently asked

Is the MITECO declaration the same as the SCRAP filing?

No. The RPP submission is annual information sent to MITECO under Article 16. A SCRAP declaration follows that scheme’s membership and reporting rules. Data can overlap, but one filing does not automatically complete the other.

What data does the RPP annual information require?

Annex IV calls for quantities in weight by material and number of units, broken down for each responsibility system by household, commercial or industrial packaging and by single-use or reusable status. Product and shipment packaging components must be considered.

When are the annual filings due?

Royal Decree 1055/2022 sets the RPP information deadline before 31 March of the following year, while MITECO publishes the operative electronic window for each campaign. Every SCRAP applies its own current portal and calendar, which must be checked separately.

Can I use the simplified route below 15 tonnes?

Article 16 provides simplified RPP information for producers below 15 tonnes of packaging per year and certain other defined cases. Eligibility is checked against the complete Spanish scope and current procedure. It is a reporting route, not a general exemption from registration.

How are Amazon, Shopify, wholesale, returns and exports treated?

We reconcile source data by legal entity and route to the Spanish market rather than relying on one platform total. Covered sales, returns, cancellations, exports and delegated flows are reviewed so the same unit is not duplicated or omitted.

Can estimated packaging weights be used?

A documented model can use supplier specifications, bills of materials, controlled samples or measurements where appropriate, with estimates identified separately. The producer remains responsible for accurate source data and approving the basis before filing.

What happens after a missed deadline or inaccurate filing?

We preserve the original return, quantify the difference and check the correction or late-submission route currently available from MITECO or the relevant scheme. Corrective work is scoped separately, and acceptance or outcome cannot be guaranteed.

Will you submit without my approval to save time?

No. We surface missing inputs, assumptions and variances and require approval from the authorised client contact. An approaching deadline does not justify submitting figures the producer cannot support.
