The legal basis

RD 1055/2022 — the producer, registry, EPR system and annual data must align

Spain’s packaging rules connect the legal producer with the packaging section of the Registro de Productores de Producto, an individual or collective responsibility system, and recurring information about packaging placed on the Spanish market. A foreign producer may also need a representative established in Spain. We coordinate a private service; each authority, scheme and marketplace retains its own decisions.

Where a packaging EPR file breaks down

The wrong company is being registered

The seller, brand owner, importer, intra-EU acquirer and distance seller can play different roles. We establish the likely producer from the actual supply chain before preparing an application.

An ENV number is treated as the whole file

A producer-register identifier does not replace an applicable representative mandate, responsibility-system participation or the recurring data work. The records need to describe the same entity and scope.

Reporting is left until year-end

Without a component-level packaging inventory and Spain-only channel data, annual figures become difficult to support. The data model belongs in the initial setup, not in a last-minute spreadsheet.

Frequently asked

Am I automatically the packaging producer because I sell to Spain?

No. Producer status depends on the legal entity, branding, import or intra-EU acquisition route, supply-chain contracts and the distance-sale facts. We review those facts before recommending a registration route.

What is the Spanish ENV number?

It is the identifier assigned by the packaging section of the Registro de Productores de Producto if the authority accepts the registration. It is distinct from a Spanish NIF, VAT number and responsibility-scheme membership reference.

Can a foreign company have its own producer record?

A foreign legal entity can be identified as the producer in the Spanish record. Where the rules require it, that producer must designate a representative established in Spain; the mandate and registry dossier must identify the same entity.

Does a low packaging volume exempt my company?

Do not treat low volume as a general registry exemption. Once producer status and packaging scope are established, Article 16 provides simplified annual information below 15 tonnes in defined cases, but simplified reporting is not the same as exemption from registration.

What do the Packaging plans include?

Eligible packaging-only Amazon.es files cost €399 in the first year and €299/year on renewal. Standard costs €474/year plus €150 setup for other packaging files. The written scope can include representative coordination, RPP preparation, SCRAP onboarding and routine annual reporting; scheme contracts, eco-contributions and out-of-scope corrective work remain separate.

How long does the packaging EPR process take?

Timing depends on the producer analysis, complete company documents, any NIF or representation prerequisites, the selected responsibility system and authority processing. We explain the dependencies for your file but do not guarantee an ENV issue date, scheme admission or marketplace acceptance.

Are WEEE and batteries included in this service?

No. This page covers packaging. Electrical equipment and batteries are separate EPR streams with their own classification, registry, scheme and reporting work; they require a catalogue review and a tailored written quote.
