A producer may meet extended-responsibility obligations through an individual system or a collective system known in Spain as a SCRAP. This service covers the collective route. Why scheme selection needs a scope check
Ecoembes is assumed to fit everything
Ecoembes can be a relevant route, but it is not a universal default. Current authorised coverage, packaging category, use model and the scheme’s admission terms must be checked.
Categories do not match the scheme scope
Household, commercial and industrial packaging—and single-use or reusable status—can change the suitable system route. The RPP record must reflect the coverage actually selected.
The contract, certificate and ENV number are confused
Scheme adhesion and producer registration are connected but separate. The scheme decides participation and evidence; MITECO independently manages the RPP record and any ENV identifier.

What is the difference between a SCRAP and a PRO?
In this context they describe the same broad function. SCRAP is the Spanish acronym for a collective extended producer responsibility system; PRO, or producer responsibility organisation, is the common English term.
Is Ecoembes the only packaging SCRAP in Spain?
No. MITECO publishes responsibility systems with definitive or provisional authorisation and defined packaging coverage. Ecoembes may fit some producers, but the choice must follow current scope, the packaging facts and the scheme’s admission terms.
Can a producer use an individual responsibility system instead?
Spanish packaging rules provide individual and collective routes. This service is designed for the collective route; an individual system requires a separate legal and operational assessment rather than being assumed equivalent to SCRAP membership.
Does SCRAP membership issue the ENV number?
No. The scheme and producer register are separate. The selected scheme independently decides membership and participation evidence, while MITECO independently manages the packaging RPP record and any ENV identifier.
Is the adhesion contract enough for the RPP?
Do not assume that the contract alone is the required evidence. MITECO’s current packaging-register guidance asks for proof of participation in the declared system. We check the active procedure and coordinate the relevant scheme-issued document.
How are scheme fees calculated?
The selected scheme applies its own current categories, tariffs, minimums and contract terms to the packaging data. Any Ecoembes household-packaging estimate shown elsewhere on this site is dated to its published rate card and must not be treated as a universal price for every SCRAP.
Can a foreign company join a Spanish packaging SCRAP?
A foreign producer’s route depends on the legal entity, any required representative in Spain, the packaging scope and the selected system’s admission requirements. We coordinate the application, but only the scheme can accept membership and issue its evidence.
